Democrats feeling optimistic about '04

This article is mostly fluff about depressed Democrats "smelling blood in the water". Meant to preview the DNC's upcoming winter meeting, it's a mixture of gloom and hope -- all of it stuff discussed ad infinitum on this site.

But this portion of the story piqued my attention:

Democratic National Committee Chairman Terry McAuliffe said Democrats have gone "back to the drawing board" in their get-out-the-vote effort, focusing on the direct donor base that has tripled to 1.2 million and the jump in the party's e-mail list from 70,000 in 2001 to more than a million names.
The most embarrassing part of the 2002 debacle was being outhustled by the GOP in GOTV efforts -- a traditional Dem advantage. Given our funding deficits vis a vis the GOP, the only way we can hope to win elections is by winning the ground war.
